Carlisle Town Council Approves Wastewater Loan Agreement

Town to receive forgivable loan through Rural Infrastructure Authority

Carlisle Town Council met in a brief special session Thursday afternoon to approve an agreement and a resolution dealing with the town’s wastewater project. The loan assistance agreement for the Carlisle/Union Sewer Project deals with money the town is receiving from the Rural Infrastructure Authority to help pay for the sewer project. It will be structured as a loan, but the loan will, in turn, be forgiven. The money is flowing from the RIA through the SC Water Quality Revolving Fund Authority. Mayor Mary Ferguson-Glenn said most of what is in the agreement pertains to what the City of Union is doing with the project. Council unanimously voted to approve the loan assistance agreement.

Council also passed a resolution authorizing the town to accept the loan assistance money and authorizing the mayor to execute the loan assistance agreement. Mayor Glenn said passing the resolution will set the stage for the loan to be forgiven by the RIA and the SC Water Quality Revolving Fund Authority. Council unanimously voted to adopt the resolution.

Mayor Glenn said work still continues on the wastewater project. She said the town has asked for an extension of its current agreement with the operators of Carlisle Finishing. She said the town requested an extension through November 2023, but the company said the latest they could extend it would be September. Supply chain issues have slowed down the project.
