County Council to Vote on Several Economic Development Ordinances at Meeting

This will be Supervisor Frank Hart's final meeting before resigning

In what will be Supervisor Frank Hart’s final day in office before he resigns, Union County Council will meet for its regular monthly meeting tonight. The meeting begins at 5:30 in the Grand Jury Room of the Union County Courthouse. The meeting will also be streamed live on the Frank Hart Union County Supervisor Facebook page.

At the meeting, Robert Williams is on the agenda to discuss the danger and risk on speeding problems in the school, residential, and business areas along Whitmire Highway. Council will consider requests to fill vacant budgeted positions, capital expenditure requests, and appointments to vacant positions on boards and commissions. They will also discuss moving the balance from the Non-Departmental Contingency account to the Non-Departmental Operational Contingency account for fiscal year 2021-2022, which just wrapped up at the end of June.

After reports from elected officials, council has six ordinances to consider. The first is the third and final reading on a fee-in-lieu-of-tax and incentive agreement for Project George Washington. This economic development project has not yet been announced by the Union County Development Board, and it is unclear if any details will be given tonight on it or if the announcement will come later.

Council will hold second reading on an ordinance on a quit claim deed for an unopened street in the Carlisle area. This will go to the city to aid in the Union/Carlisle Wastewater project.

The third ordinance is first reading on an MCIP for Dolgencorp, LLC. It is not clear what this is, but it appears to have something to do with Dollar General, as Dolgencorp is a subsidiary of the Dollar General Corporation.

Council will hold first reading on an ordinance leasing airport property, limited fixed base operator, sale of aviation fuel, and other leases and grants.

Council will also hold first reading on an ordinance to convey county-owned property to Savvy Builders, LLC.

The final ordinance they will consider deals with another economic development project. They will hold first reading on an infrastructure credit agreement for Project Pluto.

Supervisor Frank Hart will give his report to council, followed by any committee reports. Council will make a presentation to Supervisor Frank Hart.

Finally, an executive session is planned to discuss a contractual matter, a personnel matter, and a legal matter.
